Job Description
We are seeking a dynamic and experienced General Manager – Projects to lead and strengthen our Projects Department, driving the successful execution of upcoming property development initiatives. The role will play a key part in supporting the Company’s strategic growth plans by overseeing project planning, implementation, and delivery, ensuring high standards of quality, efficiency, and innovation across all developments.
Responsibilities:
- Successfully implement the Company’s property development plan and strategy and optimize development revenue to ensure that the best shareholder returns are achieved.
- Plan, organize, lead and monitor assigned projects to ensure that the projects are delivered within agreed timelines, cost and quality and develop, review, analyze and achieve project budgets, including assessing and coordinating personnel and resources needed to complete projects.
- To manage an in-house team comprising the staff engaged in Designs, Quality Assurance, Engineering, Cost Management and Project Management, with responsibility for the related functions of Planning, Engineering/Architectural Design Quality, Progress & Cost Control.
- Contribute to managing interfaces with Consultants, Contractors, Suppliers and Engineers and in identifying operating risks of each development project, so that the Company achieves its profit objectives, incurs no financial losses and meets its development compliance objectives.
- Contribute to managing interfaces with Regulatory Authorities in evaluating development potential and obtaining approvals for projects.
- Monitor the progress of current and future construction projects in coordination with the main Consultants and provide instructions to update progress status against agreed plans and initiate corrective action where necessary to ensure maximum efficiency, cost effectiveness and competitiveness.
- Monitor the construction phase, including construction inspections, scheduling and managing progress meetings, negotiating change orders, resolving issues of material and workmanship standards and adherence to the approved plans and specifications and compliance with all applicable health, safety and building codes.
- Engineering of utilities and infrastructure requirements for the development works in consultation with Consultants and relevant authorities, and to ensure utilities are delivered on time within approved budgets.
- To arrange the smooth handover of all systems, including infrastructure and utilities in the development works, to Facility Managers and Owners, with proper technical auditing, in order to commence smooth operations
- Review and certify payment certificates received from Contractors and Consultants, and process for payment. Generate monthly contract status & cost forecast reports for management review.
- Review and report on all variations and claims related to development work, utilising the in-house team.
- Monitor and evaluate Contract performance to ensure compliance with Contract, Conditions and recommend action(s) to correct deficiencies.
- Prepare various reports to successfully manage the project(s), such as monthly progress analysis/schedules, billings and status reports. Effectively resolve problems and clearly communicate the desired results, and effectively involve subordinates in problem resolution to develop and retain a team atmosphere.
- Assist in identifying and shortlisting engagement of Consultants and Contractors required from time to time for the Company’s new assignments.
- To assist the management in providing information required for project feasibility studies and financial modelling, revenue projections and assisting in the preparation of such reports.
- Participating in design reviews with the Owners, Consultants and Operators.
- Oversee the development, evaluation and review of plans and criteria for new project activities; assess the technical viability of proposed plans/ projects and assist in the selection of equipment and technical specifications to select the best value engineering proposals to ensure value for money.
- To plan, organize, coordinate and manage effectively all activities relating to Planning and Design work relating to new projects identified.
- Coordinate with the Sales and Marketing teams to support them in providing technical data, plan reviews and costing necessary in planning the new and ongoing projects.
- Work collaboratively with design and engineering managers to ensure project(s) are designed, procured and constructed within the boundaries of the company’s best practices while conforming to technical requirements.
- Keep abreast of business and technical developments in the building/construction industry as a basis for planning and managing change and ensuring the Company’s success and business viability against its competition.
Requirements:
- Bachelor’s degree in engineering, Building Economics, Construction Management, Quantity Surveying, Architecture, or related discipline.
- Postgraduate qualifications of MBA / MSc in Project Management will be a strong advantage.
- Minimum 20 years’ experience in project management in the real estate, construction, or property development sector
- Proven experience in managing residential, commercial, or mixed-use development projects through the various phases of concept design to handover.
- Strong exposure to Contract Administration, Consultant coordination, Contractor Management and experience in working with Regulatory Authorities associated with development projects.
